Robert H. Horner

Professor Emeritus of Special Education

Robert H. Horner is Professor Emeritus of Special Education at the University of Oregon, where his research has focused on applied behavior analysis, positive behavior support, multi-tiered instructional systems, equity in education and systems change. He earned a BA in Psychology from Stanford University (1971), an MA in Experimental Psychology from Washington State University (1975) and a PhD in Special Education from the University of Oregon (1978). For more than two decades he worked with George Sugai on the development and implementation of school-wide Positive Behavioral Interventions and Supports (PBIS), a framework now implemented in more than 26,000 schools across the United States, and he served as co-director of the OSEP Technical Assistance Center on PBIS and of the SISEP Center on the implementation and scaling of evidence-based practices. He has been editor of the Journal of the Association for Persons with Severe Handicaps, co-editor of the Journal of Positive Behavior Interventions, and associate editor of the Journal of Applied Behavior Analysis and the American Journal on Mental Retardation. His honours include the Kauffman-Hallahan Distinguished Researcher Award of the Council for Exceptional Children (2016), the Society for the Advancement of Behavior Analysis Public Service Award (2006), the American Association on Mental Retardation Education Award (2002), the TASH Positive Approaches Award (2000) and the American Psychological Association Fred Keller Educational Researcher Award (1996).
