Thamra Said Al Ghafri
Senior Consultant Public Health
Thamra Said Al Ghafri is a senior public health consultant at Oman's Ministry of Health, where she has served for more than two decades and rose through posts including medical officer in charge, director of health services for the wilayat of Al Amerat, director of planning and, most recently, director general of health services for the Governorate of Muscat. In Muscat she led the governorate's COVID-19 vaccination campaign and the Healthy City Muscat programme. She holds a master of public health awarded by Boston University in 2004 with a focus on maternal and child health, and a PhD in medicine from the University of Dundee in the United Kingdom, completed in 2019. Her research and practice cover primary health care, prevention and control of non-communicable disease, including diabetes management and physical activity interventions in Omani primary care, as well as public health emergency management, behaviour change techniques and health services administration. She has published widely, with more than sixty papers listed on her research profile, and she teaches at Sultan Qaboos University and the Oman Medical Specialty Board.
