Abdulaziz Alhenaidi

Director of Health Insurance Directorate

Abdulaziz Alhenaidi directs the Health Insurance Directorate at Kuwait's Ministry of Health, where he has worked for more than fifteen years on health insurance and health policy reform. He completed a PhD at the University of Glasgow in 2021 with a thesis identifying the factors that influence the recruitment and retention of primary care doctors in Kuwait, and has continued to publish as a health services researcher alongside his administrative work. He co-authored a 2025 study in Frontiers in Public Health analysing 4.44 million claims submitted between 2016 and 2023 to AFYA, Kuwait's national health insurance scheme for retirees, which found an overall rejection rate of 3.85 per cent that fell from 4.15 per cent in 2017 to 3.42 per cent in 2023. In 2026 he co-authored a paper in Health Systems Reform on the Dhaman insurance scheme, which covers roughly 3.5 million expatriates in Kuwait. His earlier work includes a 2024 study of policymakers' research capacity in Kuwait, published in Health Research Policy and Systems, and a scoping review of patient satisfaction with primary care across the Gulf Cooperation Council states.
