Talal Al-Osaimi

Chief Innovation Officer

Talal Al-Osaimi is chief innovation officer of Qassim Health Cluster, one of the regional clusters through which Saudi Arabia's Ministry of Health has reorganised public healthcare delivery. The cluster, based in Buraydah, serves more than a million beneficiaries through 156 primary care centres and 20 general and specialist hospitals with a combined capacity of 2,909 beds, and runs six systems of care including chronic disease and maternal and child health. He built the innovation management system at the cluster's innovation centre, covering the processes for developing and managing innovation and the programmes that turn ideas into projects inside the health environment. The system was certified to ISO 56001:2024 in 2025, and the Saudi Press Agency and Al-Riyadh newspaper reported it as the first innovation management certification of its kind for a health entity in the Kingdom and the Middle East. He also led the launch of Qassim Sandbox, a platform for incubating healthcare startups and testing their solutions regionally, and organised the cluster's first innovation hackathon.
