Henrique Martins

Associate Professor/Digital Health Consultant

Henrique Martins is a Portuguese internal medicine physician and academic working on digital health and health system transformation. He took his medical degree at Nova Medical School in Lisbon in 2000, completed his internal medicine specialty in 2011, and holds an MPhil and PhD in management from the University of Cambridge, a master's in HIV/AIDS from the University of Barcelona and one in law from the Portuguese Catholic University. He was one of Portugal's first chief medical information officers, at Hospital Fernando Fonseca from 2009 to 2013, then from 2013 to 2020 led SPMS, the national digital health and shared services agency, with about 1,800 staff and some 1.4 billion euros of health procurement. He co-chaired the European Union eHealth Network for member states from 2018 to 2020. He was elected a fellow of the International Academy of Health Sciences Informatics in 2020 and joined the HL7 Europe Foundation board the same year. He has published more than 40 peer-reviewed articles, teaches at ISCTE in Lisbon and the University of Beira Interior, and is a visiting professor at Korea University College of Medicine.
