Diana Cuevas Soriano leads the World Council for Medical Tourism and also presides over the Mexican Council for Medical Tourism. Her argument is that the sector's growth depends on clear rules: hospitals, doctors, facilitators, hotels, rehabilitation centres, clinics, spas and wellness operators each work to different standards, and patients and providers struggle to establish who is responsible for what when treatment crosses a border. In June 2024 the council convened what it described as the first international seminar on legal compliance in medical tourism, held in San Miguel de Allende in Guanajuato. She speaks regularly about Mexico's position in a market it shares with Thailand, Costa Rica, Israel, Malaysia, Singapore and Turkey: by her account the country received about 1.4 million medical travellers in a year, some 1.2 million of them from the United States and most arriving in Baja California, generating roughly 11 billion dollars a year and growing at about 10 per cent, with treatment costing between 36 and 70 per cent less than abroad and dental work as much as 80 per cent less.
