An American national, he served in the White House as special assistant to President George W. Bush and as senior director for international energy on the National Security Council and the National Economic Council, handling oil supply issues during a period of Middle East market disruption. He is the author of Crude Volatility: The History and the Future of Boom-Bust Oil Prices, which argues that a century of price stability was an exception produced by production management rather than a property of the market itself. He is a regular analyst in the financial media and has testified before congressional committees on energy.
