Bianca Flamengo

Founder and Managing Partner

Bianca Flamengo is the founder and managing partner of BVF Advisory & Consulting, a boutique firm headquartered in Dubai that works at the intersection of investment, policy and execution across Africa, the Gulf and Global South trade corridors, helping clients analyse and manage risk in frontier and emerging markets. Its focus sectors are agri-food value chains, energy and infrastructure, climate-aligned industries, and trade and logistics corridors. She grew up in Guinea-Bissau, with family roots in Guinea-Bissau, Cabo Verde and Portugal. She holds a Master of Public Administration in Development Practice from Columbia University's School of International and Public Affairs, and worked as a development consultant before enrolling there. She has more than ten years advising governments, multilateral institutions and the private sector on investment facilitation, public sector reform and inclusive growth, and has served as senior adviser to governments and on projects funded by the United Nations system, the European Union and international financial institutions. She has managed a portfolio of more than 200 million dollars across Guinea-Bissau, Cabo Verde and Mauritania, covering implementation, supervision and evaluation.
