Abdulgader Almoeen is a Saudi health informatics leader who serves as senior consultant and managing director of digital transformation at the Ministry of Defense, whose medical services are running a phased digital health programme whose first stage launched the Sehhtak application, carrying more than 20 digital services including telemedicine, appointment booking, medication dispensing and laboratory results. A pharmacist by training, he has spent more than a decade across healthcare and information technology in executive and consulting roles designing and running digital transformation programmes. He has served as supervisor general for digital health transformation and as senior adviser on digital transformation to the Health Sector Transformation Program, a Vision 2030 delivery programme. He completed an executive programme at INSEAD between 2022 and 2023 and holds the HIMSS certification in digital health transformation strategy. He speaks on health informatics, artificial intelligence in healthcare and the place of clinical professionals in Saudi health transformation, and was a keynote speaker at Saudi Medtech 2026.
