Samia Alrabghi

Chief Innovation Officer

Samia Alrabghi is Chief Innovation Officer at the Makkah Health Cluster and a biotechnologist who works on healthcare innovation at system level. She leads strategic innovation that turns ideas into scalable solutions, with a focus on value-based care, digital health and the long-term sustainability of health systems, and she also works as an executive innovation consultant. She is recognised for supporting transformative initiatives that strengthen governance, raise institutional excellence and deliver measurable, sustainable outcomes across healthcare ecosystems, with a stated commitment to advancing healthcare for all. The Makkah Health Cluster was established in 2017 as part of the Ministry of Health's transformation programme under Saudi Vision 2030, and leads the shift to an integrated model of care in the Holy Capital. It operates King Abdullah Medical City together with nine public hospitals, among them Al-Noor Specialist Hospital, King Faisal Hospital, Hera General Hospital and Ajyad Emergency Hospital, and 82 primary healthcare centres, a network of more than ten thousand staff that also carries the load of caring for pilgrims during Hajj and Umrah. Her earlier career was in medical laboratory work within the Ministry of Health, and she holds a master's degree from Marywood University in the United States.
