Zeina Mokaddem

Chief Government Affairs and Regulatory Officer

Zeina Mokaddem is Chief Government Affairs and Regulatory Officer at ABS Satellite (Agility Beyond Space), based in Dubai, where she leads the regulatory department and the company's interactions with governments worldwide. She has more than 20 years of experience in the satellite communications industry, working closely with the ITU, governments and operators, and helping shape regulatory frameworks and expand market access across regions. She joined Inmarsat in Dubai in 2012 and led its global market access team, ensuring the company held the licences and spectrum access needed for its current and future services, and later served as Vice President of Regulatory and Market Access. Earlier, she worked as a consultant at Access Partnership in London, her first experience of telecoms regulation. She chaired the ITU Network of Women, NOW4WRC23, for the Arab region. She holds an MSc in Engineering Management from the American University of Beirut.
