Carlos Foradori

Carlos Foradori is an Argentine ambassador, Chair of the United Nations Open-Ended Working Group on the Prevention of an Arms Race in Outer Space in all its aspects (OEWG PAROS), and Permanent Representative of Argentina to the United Nations Office at Geneva, where he presented his credentials on 26 June 2024 after previously holding the post from 2018 to 2020. A lawyer, he holds a PhD in political science and a master's degree in international relations from the Universidad del Salvador, a master's degree in public administration from Harvard University, a master's degree in international public policy from Johns Hopkins University, and a postgraduate degree in negotiation and international conflict resolution from Temple University. He joined the Argentine Foreign Service and served for many years as political counsellor at the embassy in Washington, as ambassador to Zimbabwe and Guatemala, and as Vice-Minister of Foreign Affairs and G-20 Sherpa from December 2015. He has presided over the Arms Trade Treaty conference, the Convention on Certain Conventional Weapons and the Conference on Disarmament, and has been Vice-President of the UN Human Rights Council. He was chief negotiator of the 1998 border agreement with Chile on the Continental Ice Fields, and has taught at the Universidad del Salvador and the University of Buenos Aires.
