Doreen Bogdan-Martin

Secretary General

Doreen Bogdan-Martin has been Secretary-General of the International Telecommunication Union (ITU) since 1 January 2023, the first woman to lead the organisation since its establishment in 1865. She was elected at the ITU Plenipotentiary Conference held in Bucharest in September 2022. She holds a bachelor's degree from the University of Delaware and a master's degree in international communications policy from American University in Washington, DC, as well as a postgraduate certificate in leadership strategies from the Institute for Management Development (IMD) in Lausanne. Before joining ITU in 1994 she worked as a telecommunication policy specialist at the National Telecommunications and Information Administration of the US Department of Commerce. At ITU she was Chief of the Strategic Planning and Membership Department from 2008 to 2018 and Director of the Telecommunication Development Bureau from 2018 to 2023. She served as executive director of the Broadband Commission for Sustainable Development, helped found the EQUALS Global Partnership for Gender Equality in the Digital Age and the Giga initiative to connect schools to the internet with UNICEF, and worked to launch the Partner2Connect initiative.
