Vinicius Oliveira Caram Guimarães

Vinícius Oliveira Caram Guimarães is Superintendent of Grants and Resources for Service Provision (Superintendência de Outorga e Recursos à Prestação, SOR) at Anatel, Brazil's National Telecommunications Agency. He is an electrical engineer with a master's degree in telecommunications engineering, a postgraduate qualification in telecommunications management from the University of Brasília (UnB), a specialisation in regulatory governance and control from ENAP (the National School of Public Administration), and an AI leadership certificate from the Harvard Kennedy School. He worked as a telecommunications network consultant between 1998 and 2011 and taught electrical engineering at private universities in Brasília; before joining the agency he worked as a telecommunications engineer at Petrobras. He has been a career civil servant at Anatel since 2011, where his earlier posts included coordinator of critical infrastructure management and manager for quality-obligation control. He has served as vice-chair of the 5G licensing commission, coordinator of the Brazilian Communications Commission (CBC2) and member of the Brazilian Aerospace Program Development Committee.
