Peng Zhao

Vice President of Policy & Regulatory

Peng Zhao is Vice President of Policy & Regulatory at the Global Satellite Operators Association (GSOA), where he leads advocacy on satellite spectrum management, licensing and national policy initiatives. He has experience across telecoms, mobile and satellite and has advised governments and industry players worldwide. Before joining GSOA he worked at Eutelsat OneWeb on international regulatory and policy frameworks, in particular licensing structures for low Earth orbit constellations and satellite regulatory procedures for WRC-23. Earlier, at the GSMA, he was responsible for the global campaign to optimise spectrum licensing conditions for mobile operators and led a team of policy experts across developing markets. He holds a master's degree in telecommunications from the Swiss Federal Institute of Technology in Lausanne (EPFL) and an Executive MBA from London Business School, and speaks English, Mandarin and French fluently.
