David Black is a regulatory expert and economist and a managing director at Berkeley Research Group. He was chief executive of Ofwat, the economic regulator of the water sector in England and Wales, from 2021 to 2025, and has deep experience in the regulation of the water, energy and telecommunications sectors. He works with companies, regulators and investors on creating and delivering value. Economic regulation is where the price a household pays, the return an investor earns and the money a utility can spend on its network are all settled at once.
