Anthony Leacock is Director of Training and Development at the Caribbean Safety Agency. The Caribbean is a reference case in safety training and emergency response for a geographic reason: small island states face an annual hurricane season, and their response capacity is limited by population and land area, leaving them no option but to build people trained across multiple roles and to cooperate across borders between islands. That makes their training experience different from that of large countries which rely on big specialised services: training there is designed on the assumption that the first responder may be an ordinary employee at a facility rather than a member of a service, and that outside help may be days away.
