Mohammed Al Busaleh is Director of Emergency and Crisis Management at the Ministry of Municipalities and Housing, a member of the Future Security Summit advisory committee and a speaker at it. The ministry is responsible for municipalities across the Kingdom, so markets, commercial premises, parks, local roads and building permits fall within its remit, and these are where most everyday incidents occur, from fires and collapses to urban flooding. Emergency management in a body of that breadth means building coordination frameworks between municipalities, civil defence, the Red Crescent and utility companies before an event rather than after it, drafting and exercising response plans, and settling who holds the decision in the first hour.
