Director - Digital Transformation Strategy

Layla M. AlRawais is Director of Digital Transformation Strategy at MWAN, the National Center for Waste Management, the Saudi government body established in 2019 to regulate and oversee the waste sector and attract investment into it. Her remit covers the centre's digitisation roadmap and the integration of data across the entities working in the sector. She presented the Saudi experience of building and operating the e-Manifest system at a joint workshop run by the ISWA Middle East Regional Chapter with Oman Environmental Services Holding (be'ah) in August 2026. Launched by MWAN in 2021, that system combines IoT tracking of waste transport, automated permit issuance and blockchain-secured manifests, and was nominated for the WSIS Prizes in 2025.
