Hani AlHemsi

Director of Technology Development

Hani B. AlHemsi is Director of Technology Development at Saudi Arabia's Ministry of Communications and Information Technology, where he oversees national deep tech and emerging technology directions and frameworks. He holds a Master of Applied Science in Electrical and Electronics Engineering from McMaster University in Canada, and progressed within the ministry through roles including senior research and development analyst and foresight specialist before his current directorship. His work covers the trajectory of emerging technologies including artificial intelligence, distributed ledger technology, the internet of things, 5G and 6G, human-machine interfaces, robotics and satellite internet, alongside authoring and reviewing reports, running foresight exercises and gathering technology intelligence for government decision-makers. He is a recurring figure in the Kingdom's quantum policy conversation: he moderated the panel featuring the World Economic Forum's Head of Frontier Technologies at World Quantum Day 2025, and moderated a session at the C4IR Saudi Arabia Quantum Economy workshop, where he framed the quantum shift as a move from asking what quantum technologies are to asking what they are for, and for whom.
