Joe Mouawad

General Manager

Mouawad is responsible for overseeing operations of an organization that employs 600 people and provides water, wastewater and recycled water service to nearly one million people across a 558-square-mile service area in western Riverside County. He has first-hand experience managing a 100 million dollar annual capital improvement program, including expansion of a groundwater desalination program and a sophisticated recycled water program, and has helped secure hundreds of millions in grants and loans through partnerships with state and federal agencies. He received his Bachelor and Master of Science in Civil Engineering from UCLA.
