Major General Dr. Saleh bin Saad Al-Murabba, the acting Director General of Passports and supervisor of the Ministry of Interior's Agency for Civil Affairs, took part on Tuesday in the Security and History Dialogue 2026 at the Culture Palace in Riyadh, where he delivered a speech covering the origins of passports and civil affairs, their historical development, and their future prospects.
In his address, Al-Murabba traced the evolution of both sectors from the early registration and census of citizens and the establishment of the Office for Monitoring and Registering Foreigners in 1343 AH, through their separation from the General Security Directorate in 1380 AH and the formation of a directorate named the General Directorate of Passports and Nationality, up to 1402 AH when they became two independent administrative bodies under their current names.
He further discussed the present advancements in services and operations, emphasizing that the achievements and modernization efforts in passports and civil affairs, including the adoption of modern technologies, are a continuation of the leadership's commitment to improving government services and enhancing quality of life for citizens, residents, and visitors, in line with the goals of Saudi Vision 2030.
