Norman A. Martinez Gutierrez is Director of the IMO International Maritime Law Institute (IMLI) in Malta, a position he has held since August 2022, succeeding Professor David Attard. He read law at the National Autonomous University of Honduras and joined Honduras's General Directorate of the Merchant Marine in 1997, before earning an LLM with Distinction from IMLI in 1998, where his dissertation on maritime boundary delimitation won the IMO Secretary-General's Prize. He joined IMLI's faculty in 1999, was admitted to the Honduran Bar in 2005, and completed a PhD in International Maritime Law cum laude at IMLI in 2010. He has lectured in international and maritime law for more than 25 years and is the author of 'Limitation of Liability in International Maritime Conventions,' published by Routledge, and is a long-standing consultative member of the Comite Maritime International.
