Saudi Council of Engineers (SCE)

The Saudi Council of Engineers (SCE) is a professional and scientific body established by Royal Decree M/36 of 2003, following Council of Ministers resolution No. 226, after a process that began with the first symposium on developing the engineering profession at King Saud University in 1978 and the formation of the Engineering Advisory Committee out of the third Saudi Engineers symposium in 1982. SCE is mandated to raise the standing of the engineering profession in Saudi Arabia and to develop the standards under which it is practised: it sets professional standards, licensing conditions and the professional classification of engineers, engineering offices and firms; administers professional examinations; produces studies and research; provides technical consultancy; and organises scientific events and continuing professional development programmes. Its vision is excellence and innovation in the engineering ecosystem in support of economic growth, diversification and competitiveness, and its strategic objectives run along two lines: an ecosystem line covering regulation of the engineering sector, skills development and the growth of engineering offices and firms, and an institutional line covering operational excellence, financial sustainability, an attractive workplace and local and international partnerships. Among the events it organises is the International Engineering Conference, which reached its fourth edition in 2026 in Riyadh.
