Shabab Al-Ghamdi

Secretary General

Shabab bin Saad Al-Ghamdi is a family physician and, since January 2019, secretary-general of the Council of Health Insurance, regulator of Saudi Arabia's cooperative health insurance sector, where he has pushed quality and efficiency based care, beneficiary health management and digital transformation. He spent two decades at Saudi Aramco, from 1998 to 2015, in medical administration posts, ending as medical director of its medical services division, and helped establish the Johns Hopkins Aramco Healthcare venture. Between 2016 and 2018 he founded and led the Ministry of Health general directorate for the purchase of medical services, developing the first unified national methodology for delivering care to Saudi citizens through private providers. He holds the Canadian board certification in family medicine from the University of Toronto, a degree in medicine and surgery from King Khalid University in Abha, and a certificate from the American College of Physician Executives. He sits on the boards of the Saudi Health Council, the Saudi Red Crescent Authority since August 2023, the Health Endowment Fund and Leen Business Services.
