Ministry of Human Resources and Social Development

The Ministry of Human Resources and Social Development is the Saudi government body responsible for regulating the labour market, developing national human capital, and overseeing the social development sector in the Kingdom. It took its present form in 2019 through the merger of the Ministry of Labour and Social Development with the Ministry of Civil Service.

Its work runs along three connected tracks: labour market regulation, protecting the rights of workers and employers and advancing workforce localisation; human resource development through training, qualification and empowerment programmes; and social development, covering social security, family and child welfare, people with disabilities and the elderly, and oversight of the non-profit sector and charitable associations.

The ministry operates widely used national platforms including Qiwa, Ajeer and Musaned, and support programmes such as the Citizen's Account. Among the gatherings it convenes is the Global CSR Forum, held in Riyadh to strengthen the private sector's role in development in line with Saudi Vision 2030.
