Centre for the Fourth Industrial Revolution Saudi Arabia

The Centre for the Fourth Industrial Revolution (C4IR) Saudi Arabia is a think-and-do tank and an affiliate centre of the World Economic Forum's C4IR Network. Working with government, industry and academia, it develops and pilots practical, adaptive protocols for the governance of emerging technologies so that frontier technology can be adopted responsibly in the Kingdom. The Centre was established with King Abdulaziz City for Science and Technology (KACST) as a founding partner and is led by Chief Executive Officer Dr Basma Al-Buhairan.

C4IR Saudi Arabia runs nine announced projects and has issued more than thirty publications across artificial intelligence, quantum technologies, smart cities and advanced air mobility, including "Piloting the Quantum Economy Blueprint: Lessons from Saudi Arabia" and "Pathways to AI Integration in K-12 Education". It also operates a fellowship programme for Saudi specialists in emerging-technology governance and a member community of more than twenty organisations.

The Centre hosts World Quantum Day in Saudi Arabia: first in 2024, when it became the first Saudi event officially listed on the World Quantum Day website; then in 2025, when "Quantum Valley" was announced and the Quantum for Society UpLink Challenge concluded; and in 2026 with a two-track programme combining the "Quantum Journey" educational exhibition and the industry-focused Quantum Forum. It is based in Riyadh.
